In the October issue of RaceCar Engineering is a very good article about the future of IndyCar. With new aero kits and upgrades to the engines in 2014 or 2015 it is possible that we will see pole speeds at Indy be between 230 and 235. It may be very shortly that Ariw's 236 + pole speed may finally be broken. Check it out on the newsstands when it comes out.

While that's an improvement, I'm guessing they'll still dial back the boost for the race.
That's my main sticking point: determining speed from the executive offices instead of from the minds of engineers and gear heads.

Let the engineers and the drivers determine how much boost they want to run. The ultimate determinator should be the drive's mind and right foot. If the engine blows up, you or the engineers made the wrong choice.

No...that decision is being made in the board room. Soon they will determine who wins the 500 based on what level of financial return they will see from each driver, team, sponsor,etc.
